• Treat confidence scores as deterministic evidence summaries, not certainty.
• Do not claim government affiliation or independent verification.
• Do not conclude that a person is owed money solely from an algorithmic match.
• Do not use the service for stalking, harassment, discrimination, credential theft, or unauthorized surveillance.
• Do not disclose personal information or reports to unauthorized recipients.

Identity matches require human review. User decisions are recorded for case workflow and may be audited.

The deployment operator is responsible for approved purposes, jurisdiction-specific terms, retention rules, and a working complaint process.
